At last, the forecasted has become realized. A warning was delivered to Japanese auto companies. The import of Japanese car into Eurasia was rejected at customs of Vladivostok in Russia, because the checked radiation dose of car exceeded 4 becquerel per 1㎠ width. Was Fukushima radiation so severe that even cars were contaminated? I am more worried about the future. It is difficult to check the source of radiation in thousands of car components. The fundamental countermeasure is more difficult.

It is not just a problem of Japan’s case. If one of the NPPs (nuclear power plants) clustered in the southeastern corner of Korea make accident, not only the humans but automobile, shipbuilding, and steel industry will jump into crisis. The success of industrialization in the past 50 years may be endangered. Nobody knows what will happen to a small country with large population like Korea.

Another shocking news is the report that construction cost of one NPP exceeds 5,000 billion won now. The construction cost was more than doubled compared to 10 years ago. The construction cost could not be so cheap if the safety cost were reasonably accounted. But they neglected the safety cost and made a false propaganda that nuclear energy is cheap. Present government should correct such a deceit regarding construction cost.

The NPP was born with a problem. Goto Masashi was a member of Japanese Citizens’ Commission of Nuclear Energy, and worked in Toshiba Heavy Industry company as a designer of nuclear containment system. He said, “Technology develops from failure and mistake. In case of nuclear technology, however, the failure is not tolerable at all.” What he means is that nuclear energy is a realm of science, not of technology. It is really a problem that nuclear energy came out of laboratory, following the logic of capitalism.

We have to change our viewpoint regarding nuclear energy at least after Fukushima accident. We did not know the real problem before Fukushima, but now we know. If we commit a sin knowing that it is a sin, then the responsibility rises high. We have accepted nuclear energy as an industrial player in the past. But not now. Nuclear accident will reoccur at any time.

Nuclear waste in the future will force our descendants to keep vigil and sacrifice. To coerce our descendants to accept nuclear sacrifice is a bad model to them. It is like to say “You may coerce your descendants to accept nuclear sacrifice.” Don’t you see such a vicious circle? Isn’t it a rebellion against the nation and the Earth?

Nuclear energy can’t be accepted as an alternative to climate crisis, because of rising construction cost and long construction period. Suppose 32 NPPs are allowed to be built every year until 2050, and the nuclear energy capacity is increased three times. By doing so, the decrease of greenhouse gases due to nuclear power generation would be only 6%. Withstanding the risk of global catastrophe, only 6% of climate crisis is diminished. It is nonsense to say that nuclear energy is an alternative to climate crisis.

Present government should pay more attention to denuclearization than to slogan. The government has to stop ‘export of NPP’. NPP is a basis of producing nuclear bomb. The U.S. stopped nuclear export to Saudi Arabia by Korean government having no source technology. It is immoral for Korean government to export potential weapon after declaring denuclearization. It is our government’s responsibility if a nuclear accident happens to the country which imported NPP. It is debt to Korean nation. The one-term government can’t withstand the responsibility.

The head of American NRC (Nuclear Regulatory Commission), Gregory Yasco emphasized, “NPP is a substantial channel going to nuclear bomb. If it is not controlled, NPP will kill people and destroy national land. Now is the time to save the Earth.”

Nevertheless, there are several presses which repeat pro-nukes. The hidden purpose of press is seen clearly. NPP is huge in terms of construction cost, and collusion of conglomerates is possible. It is the principle that we witnessed from the Four Rivers Project. The ad money feeds the press, and they work together for the profit. I see a similar figure.

As far as I know, one of the pro-nuclear presses has supported Save Small Stream Campaign in the past. Then, the press suddenly changed it’s comment and praised Four Rivers Project. I know what the press did during Japanese occupation and 6.25 war period. I know abnormal behaviors of the press in the past. The authority of press was not delegated by the people. But the press seems to be a powerful authority in Korean politics. The authority is a sword with two edges. If misused, the sword becomes a weapon to harm the sword-keeper. The pro-nuclear presses can not escape the wound from the sword.

[寄稿]原子力発電所称賛、耐えられようか/李元栄（イ・ウォンヨン）

いよいよくるものがきた。 自動車を売って暮らす日本に警告状が飛び込んだ。 日本の自動車がロシア、ウラジオストック税関で放射線量1平方cm当たり4ベクレルを超過してユーラシアでの通関が拒絶されることが発生したのだ。 いかにひどく自動車まで汚染されたか? 今後さらに憂慮される。 数万種の部品のどこで放射能が出てくるのか分からなくて基本的な対応が難しい。

他人事でない。 東南海岸に集まっている原子力発電所のどこででも事故がおきれば人は勿論ではあるが自動車、造船、鉄鋼全部危機に置かれる。 半世紀の間、積み上げた経済も大打撃を受ける。 狭い国土と民族はどうなるだろうか?

もう一つの衝撃的な便りは原子力発電所建設単価が5兆ウォンを上回るということ。 10余年前より2倍以上上がった。 本来危険部門をまともに計上すれば決して安値でありえないが、その間にも危険を欺瞞して安値で包装してきたことだけのことだ。 このような欺瞞は‘脱原発’政府が正さなければならない。

元来、原子力発電所は誕生から問題であった。 東芝重工業で格納容器設計をした原子力発電所エンジニア 後藤政志・日本原子力市民委員会委員は“技術というものは失敗を重ねて発展する。 ところが原子力発電所は失敗が容認されない存在だ”と説明する。 なので核エネルギーは科学の領域であり技術の領域に該当しないのに資本の論理に巻きこまれて研究室の外に出てきたこと自体が問題なのだ。

少なくとも福島事故以前と以後は違わなければならない。 以前までは分からなかったが今や違う。 知ってつくる罪がはるかに大である。その前には産業の担い手と認定することもできた。 今は違う。 事故は繰り返される他ない。

何より核廃棄物は子孫に不寝番の犠牲を強要する。 これを知っても‘強要すること’はまさに私たちが息子娘たちに誤った手本になることだ。 “お前たちも子どもたちにそのような犠牲を強要してもかまわない”という黙示的な手本とさせる。 こんな悪魔的な過程が見えないか? 民族と人類に対する反逆に他ならない。

原発は暴騰する価格と建設期間のためにも気候危機の代案になれない。 もし原子力産業界に総力をつくす機会を与えて2050年まで毎年32ヶずつ地球村のあちこちに原子力発電所を作って現在の3倍まで増やすことができるとしよう。 そのように計算しても温室ガスの6%しか縮小できない。 人類滅亡の危険を甘受してもせいぜい6%だなんて‘代案’という話をどの口でいえるのかいえるのか。

‘脱原発’スローガンに終わっている現政権も今はもう中心を捉えなければならない。 原発輸出も止めなければならない。 原発は一次的に核兵器の生産手段だ。 基本技術なしでサウジアラビアに輸出を試みて昨秋アメリカが挫折させた事件は何を物語るのか。 何より自身が‘脱原発’を指向して他の国に‘潜在的凶器’を輸出するということ自体が道徳的でない。 後でその国が誤って扱って事故が起きても私たちの責任だ。 民族次元の借金だ。 単任政権が耐えられるか?

私たちがまねてきたアメリカ原子力委員会(NRC)のグレゴリー・ヤスコ委員長も言い切る。 “原発はそれ自体で核兵器に行く実存的威嚇であり統制できない場合、人を殺して国土を破壊する”として今は“地球を救う時”というもの。

それでも粘り強く称賛する言論がある。 彼らの下心が明らかに見える。 原発は初期発注金額が大きくて少数の資本が談合しやすい。 四大河川工事が強行された原理と同じだ。 資本の広告に依存する言論を含み、いわゆる‘食べ物を作って食べる面白味’が食卓で整えられる。 似た格好だ。 その言論の中の一つは普段、支流の川興しを主張してきてある瞬間、正反対の趣旨の四大河川工事を称賛し始めた。 その言論が日帝強制占領期と6・25（朝鮮戦争）の時やったものはどうだったか? 私たちは過去の時期にその言論がやってきたことを知っている。 言論は国民から委任されなかったが権力だ。 本来権力というのはもろ刃の刃だ。 間違って振り回せば自からケガをする。 原発称賛を日常行う言論はその危険を避けることはできない。
