“A scorpion, which cannot swim, asks a frog to carry it across a river on the frog’s back. In the middle of the crossing, the scorpion sees the nape of the frog’s neck. Killer’s instinct works. At last, they all drown into the water.”

This is the well-known story “The Scorpion and the Frog” by La Fontaine(1621-1695), which teaches us that vicious beings(or animals) often cannot resist hurting others even when it is not in their interests.

A man is a kind of animal, as well as the power gathered by people, has the attributes of living things. When a gun goes to the hands of an insane person, shooting rampage occurs. And, even the thief who repented his previous sin would steal again if circumstances permit. This logic works likewise for many journalists who would have produced fake-news.

U.S. President Trump also decided to withdraw from the “Paris climate agreement.” This was caused by which he could it. Japan’s Prime Minister Abe Shinzo is also the same. He declared that he could emit radioactive water that came from Fukushima nuclear power plants into the sea. He seems to believe that ‘Regardless of the sea being contaminated or not, his stings are strong enough to harm others.’

This is a common trick of those in power. It’s a way to encourage crises. The man in power shakes his opponents and society first because he has enough power. Doubtful media and the talkative then pretend to be scared or scary at once. Dictators create an atmosphere of fear, define it as an unknown cause, and then show off their problem-solving skills by appearing as the savior. It is Trump’s way. This obvious technique still works well on the globe.

Japan’s Fukushima nuclear power plant contaminated water problem has already been concluded. Two Japanese experts, who have been familiar with the situation, said in a seminar in Seoul last May that they could keep and control radioactive water until it will be proved as technically and economically safe.

Dr. Hiroshi Makita, a science journalist, said, “It was revealed in August last year that the Japanese government had been hiding (that there are other nuclides) inside contaminated water, saying that there were no other radioactive materials except Tritium.” And, he added, “since the information has not been released transparently and other radionuclides have been found, no ocean emissions are allowed.”

Dr. Goto Masashi, a nuclear power plant engineer, commented that ” Because there is too much-contaminated water, it is unclear what damage it will cause even if the concentration of radioactive materials is low.” “It’s realistic to store it up to attenuation.” Also, he insisted that “No matter how diluted it is, even if it’s diluted below the standard, there’s a total problem with the amount of 1000 trillion becquerels stored in the ocean dumping in the ocean.” He suggested that it should be stored in a large tank for 123 years until when the amount of radiation attenuates by one-thousandth.

“The capacity of 1.33 million tons is not much,” Dr. Goto pointed out. He added, “By building and storing 100,000 tonnes of large tanks, such as oil reserves, radioactive attenuation can be expected and treatment technology of tritium can be developed. The cost will also be around 33 billion yen.”

The mere 33 billion yen is too little for the Abe administration’s fate. There are now many empty lands around the Fukushima nuclear power plant. There are plenty of places to install contaminated water storage tanks. When contaminated water is released, not only fishermen but also the Japanese people who will put fish in their mouths will suffer. Why aren’t the Japanese people angry? Perhaps they are not used to such active behavior. Every little thing needs courage.

Those in power who are incapable wait inwardly for the people to actively oppose it. Until then, they are bound to continue to do “weird.” It is the instinct of those who do not have the judgment of what is right, so-called “universal value.” They must have a regressive habit of shaking society in that way, looking at the reaction of groups, and then deciding the direction of their actions. That’s the instinct for a dictator to foster a crisis.

The truth behind the threat of nuclear power plants’ discharge of contaminated (radio-activated) water into the sea, such as the poison sting of scorpions, is the regressive instinct of these autocrats. Then you must stop it. We Koreans should warn the Japanese people about the folly, but they should also come forward and express their opinions clearly. Who is the real owner of Japan?

“サソリが懇請してカエルの背に上がって川を渡る。 渡る途中、サソリの目にカエルの首筋が見える。 キラー本能が作動する。 刺す。 結局カエルも死んでサソリ自身も川の水に落ちて死ぬ。”

広く知られたラ・フォンテーヌ寓話の一つだ。 自身まで死ぬことを分かりながらも刺してしまうのがサソリの本能というもので、‘結果が自身を有利にしようがすまいがやってしまうの生物体の本能’という教訓を残す。

人も生物体で、人が集まって作った権力も生物体の属性をそのまま持つ。 銃器が世間知らずの手に入れば銃器乱射が起きる。 「改過遷善」（過ちを改め心を入れ替える）した‘大泥棒’でも、たやすい現場が目に入れば‘荒し’本能が発動する。 ‘ウソニュース’も使う紙面があれば使ってみる。

アメリカのトランプ大統領も気候協約を脱退することができるので脱退して見る。 ‘気候危機がどうなろうが、こう見えても私の毒針は健在だって。’日本安倍総理も同じだ。 原子力発電所汚染水を捨てられるので捨てると叫ぶ。 ‘海が汚染されようとされまいと、私の毒針も使えそうだって。’

このような権力者がよく使う手法がある。 危機助長手法だ。 ひとまず国内を力があるので揺さぶって見る。 すると怪しい言論や好事家がいっせいに恐れたり恐ろしいふりをしてくれる。 勢いっぱい険悪な雰囲気を原因となるものを不明にした状況で展開した後、救世主のように登場して問題解決能力を誇示すること。 トランプ大統領の主な得意技でもある。 この分かりきっている手法がいまだに人類によく受け入れられる。

科学ジャーナリストの牧田寛博士は“日本政府が汚染水にトリチウム(三重水素)の他には他の放射性物質がないといって(他の核種があることを)隠してきたという事実が昨年8月発覚した”として“情報が透明に公開されることもないうえに他の放射性核種が発見された以上海洋放出は出来ない”と話した。

原発エンジニアである後藤政志博士は、“汚染水の絶対量がとても多いので放流するならば放射性物質濃度が低くてもどんな被害をもたらすのか分からない”として、”トリチウム汚染水を大型タンクに100年以上備蓄して線量が減衰するまで保管する方法が現実的”と明らかにした。 彼は“いくら基準値以下に薄めたといっても、日常的に放出される分量に加え、備蓄された1000兆ベクレルが海に投棄されれば総量的問題が生ずる”とし“したがって放射線量が1000分の1に減衰する123年間大型タンクに保管しておくことが妥当だ”と指摘した。

後藤博士は“133万tの容量はすごい量ではない。 石油備蓄タンクとともに10万トン級大型タンクを作って保存することによって、放射能減衰を見通すことができ、トリチウムの処理技術が開発される可能性もある。 費用も330億円程度で出来る”と説明した。

330億円とは、‘アベ政権の命運をかけた掛金’としてはあまり少ないではないか。 今は福島原発周辺に空き地が多い。 汚染水保管タンクを設置する所はいくらでもある。 汚染水が放出されれば漁民だけでなく魚を口に入れる日本国民も被害を受ける。 なぜ日本国民は立ち上がらないのだろうか? おそらく立ち上がることになじまないせいであろう。 石一つ移すのも勇気が必要なものだ。

能力のない権力者は内心国民が積極的に反対して立ち向かうことを待つ。 その時までずっと‘おかしな’ことをするはずだ。 何が正しいことなのか普遍的価値に対する判断力を備えられない者の本能だ。 そのような形で事態を揺さぶり集団の反応を見た後、自分の意志を決める退行的習性を持つほかはない。 独裁者が危機をしばしば助長するのもそのような本能から出てくるものだ。

表から見るのに‘サソリの毒針’のような‘原発汚染水の海洋放出’脅迫の真実はまさにこのような権力者の退行的本能だ。 それならば止めなければならない。 私たちもその愚かなことに対して警告しなければならないが日本国民も立ち上がって明らかに意志表示をしなければならない。 誰がその国の主人なのか?
