“일본이 방사능 오염수를 바다에 버리는데 국가가 아무런 역할도 하지 않았다. 다행히도 민간 단체에서 핵오염수 바다 방류 저지 행진을 하고 있다. 지금 우리가 할 일은 건강한 생태계를 우리 아이들에게 돌려주는 일이다. 이 일에 나서야 한다. 바닷물과 공기는 경계가 없다. 후쿠시마 핵 폐수를 바다에 버리게 되면 해안은 물론이고, 바다 생태계 전체를 파괴하는 일이며, 인류에 해악을 끼치는 행위이다. 바다속 모든 생물들과 주변 해안가에 사는 생물들이 오염된다.”

라고 GLOMA(핵폐수투기STOP세계시민행진) 후원회 이사이자 대체의학을 연구하는 한윤주 박사는 뉴탐사 좌담회에서 갈파한다.

그러면서 한박사는, “바다의 오염은, 1) 식탁에 올라온 생선이나 어패류 섭취를 통해 몸속 내부 장기가 방사능에 오염된다. 내부 장기 세포가 파괴되기 때문이다. 특히 방사능은 몸속 점액에 침착되며, 해독이 어렵다. 우리가 마시는 산소의 절반 이상은 바다를 통해 얻는다. 

2) 호흡기를 통해 방사능에 오염된다. 산소는 혈액을 통해 공급되는데, 방사능에 오염된 혈액은 세포의 기능을 마비시키고, 세포에서 에너지 생산을 할 수 없다. 인간의 생존은 먹고 마시며 숨쉴 수 있어야 한다. 핵 폐수 바다 방류로 인해 생존권이 위협받고 있다. 우리가 건강한 생태계를 지키려는 것이 지금 할 일이라고 생각된다.“라고 통찰한다. 

“The state played no role in Japan’s dumping of radioactive water into the sea. Fortunately, a private group is marching to stop the discharge of nuclear-polluted water into the sea. What we need to do now is to return healthy ecosystems to our children. We need to do this. There is no boundary between seawater and air. Dumping Fukushima nuclear wastewater into the sea destroys not only the coast but also the entire marine ecosystem, and harms humanity. All living things in the sea and those living on the surrounding coasts are contaminated.”

Dr. Han Yoon-joo, director of the GLOMA (nuclear wastewater dumping STOP Global Citizen’s March), who studies alternative medicine, breaks down at a new exploration forum.

Dr. Han said, “Sea contamination 1) internal organs in the body are contaminated with radiation through the intake of fish or seafood on the table. This is because internal organ cells are destroyed. In particular, radioactivity is deposited in mucus in the body and is difficult to decipher. More than half of the oxygen we drink comes from the sea. 

2) Radioactivity is contaminated through the respiratory tract. Oxygen is supplied through the blood, which is radioactive, paralyzes the cell’s function and cannot produce energy. Human survival requires being able to eat, drink, and breathe. “The release of nuclear wastewater into the sea is threatening our right to live. I think what we should do now is to protect a healthy ecosystem.”

일본정부에 의한 핵폐수투기 상황이 계속되고 있다. 최근까지 11차례에 걸쳐 8만6천톤이다. 그리고 이에 대항하는 시민운동이 미미하게 존재하고 있는 중이다. 국가단위로는 중국이 이에 민감하게 반응하고 있고, 지방정부로는 미국 뉴욕주와 매사츠세츠주가 대응하고 있지만 아직 요원하다. 

지구촌 차원의 새로운 연대 가능성을 모색하는 행사가 필요해
무엇보다 지구촌 시민사회 차원에서의 핵발전소 억제여론과 그 힘이 작동될 필요가 있는 것이다. 그 필요성은 오래전부터 주장되어 왔고, 많은 노력들이 있어왔음에도 이렇다할 추진의 흐름이 형성되지 못하고 있다. 이에 필자는 새로운 가능성으로 다음과 같은 행사의 제안을 4월초 미국행진중에 제시한 바 있다.  ‘핵폐수투기중단하라’ 유엔본부~백악관 400km 도보행진

The situation of nuclear wastewater dumping by the Japanese government continues. Until recently, it was 86,000 tons 11 times. And there is little civic movement to counter it. China is sensitive to this at the national level, and the states of New York and Massachusetts in the United States are responding to it as local governments, but there is still a long way to go. 

We need an event to explore the possibility of new solidarity at the global level

Above all, public opinion on the suppression of nuclear power plants at the level of global civil society and its power need to be operated. The necessity has been argued for a long time, and despite many efforts, no significant trend of promotion has been formed. Therefore, I suggested the following event as a new possibility during the US march in early April.

“시민사회가 강하고 핵폐수투기 이슈에 민감한 한국에서 이를 규탄하는 국제웅변대회를 갖는 것이다. 바다는 하나이므로 이 주제에 민감한 나라들의 민중이 있다. 그들의 생각과 주장을 모으고 연대하는 마당을 펼치는 것이다. 민중의 시대를 열어가는 강한 열망이 있는 한국이 중심이 되는 것이 유력하다.
웅변대회의 언어도 대개는 영어가 수단이지만 이젠 한국어능력자가 많아진 시대추세를 반영하여 한국어 웅변대회를 갖는 것이다. 한국에서 개최하여 평가하는 것이니만큼 한국어도 유력하다.  한국에 체류하는 근로자와 학생들은 한국어가 편리하다. 그러므로 자국어로 초고를 쓰고 한국어로 바꾸어 표현하는 과정을 거치면 발언자와 평가자가 일관된 흐름으로 진행할 수 있다. 
향후의 전체 그림을 다시 한번 정리해보면,
1) 일본정부는 계속 투기할 계획이다. 하지만 일본정부는 미국정부에 좌우되므로 트럼프대통령의 향배가 중요하다. 미국은 2026년 11월의 상하원의원 및 주지사선거가 대통령선거만큼 중요하다. 이때를 겨냥하여 준비해가는 일이 필요하다.
2) 핵폐수 투쟁은 관심의 강도가 중요하다. 직접적인 영향권내에 있는 한국 중국 일본시민 대만 필리핀 태평양열도 인도네시아 싱가폴 말레이시아 등 아시아국가 주민들의 관심과 에너지가 미국선거에 반영되도록 한다.
3) 그리고 차후 한류, 동포사회의 역량 그리고 지구촌 네트워크의 역량을 재구축하면서 추진. 미국에 거주하는 지구촌 이주민들이 2026년 선거에서 투기STOP공약을 요구하도록 하기
이런 흐름을 생각하고 올해가을에는 다음과 같은 대회를 개최하는 것을 상상한다. 한국에 거주하는 외국인 혹은 한국여행을 예정하고 있는 외국인이 한국어로 ‘핵폐수투기STOP’을 주제로 발언하는 대회를 가지는 것이다.
대상국가는 핵폐수에 직접적으로 영향을 받는다고 볼 수 있는 태평양 서측 연안국가들(12~15개국)로 한정한다. 웅변대회는 결과와 사후활용도 중요하지만 사전작업도 큰 의미가 있다. 응모과정에서의 국제적 홍보효과가 있다. 웅변자료(국문 영문)의 국제 공유함으로써 지구촌여론 형성에 기여한다.“

“In Korea, where civil society is strong and sensitive to the issue of nuclear wastewater dumping, we will have an international speech contest to condemn it. Since the sea is one, there are people from countries who are sensitive to this topic. It is to gather their thoughts and arguments and to show solidarity. It is likely that Korea, which has a strong desire to open the era of the people, will be the center.
The language of the oratory competition is mostly English, but now the Korean oratory competition is held to reflect the trend of the times when there are more Korean speakers. Since it is held and evaluated in Korea, Korean is also highly likely. Korean is convenient for workers and students staying in Korea. Therefore, the speaker and evaluator can proceed in a consistent flow through the process of writing a draft in their own language and expressing it in Korean. 

If I summarize the whole picture again in the future,
1) The Japanese government plans to continue dumping. However, President Trump’s direction is important because the Japanese government is at the mercy of the US government. In the United States, the November 2026 Senate and governor elections are just as important as the presidential election. It is necessary to prepare for this time.
2) The intensity of interest is important in the struggle for nuclear wastewater. South Korea, China, Japan, Taiwan, the Philippines, the Pacific Islands, Indonesia, Singapore, Malaysia, and other Asian countries’ interests and energy, which are directly affected, will be reflected in the U.S. elections.
3) And in the future, it will be promoted by rebuilding the capabilities of the Korean Wave, the Korean community, and the global network. Have global migrants living in the United States demand a STOP pledge in the 2026 election
With this trend in mind, I imagine holding the following competition this fall. Foreigners residing in Korea or foreigners planning to travel to Korea will hold a competition to speak on the theme of ‘nuclear wastewater dumping STOP’ in Korean.
The target countries are limited to the western coastal countries (12-15 countries) in the Pacific Ocean, which can be considered to be directly affected by nuclear wastewater. The results and follow-up use of the speech contest are important, but pre-work is also meaningful. It has an international promotion effect in the application process. International sharing of speech materials (in Korean and English) contributes to the formation of global public opinion.”
