Hideyuki Ban of Japan passed away on June 10. He is one of Japan’s leading anti-nuclear figures who has worked for a long time at the Nuclear Data and Information Center (CNIC, established in 1975), which has had a great influence on Korea’s anti-nuclear movement. It is because of our strong sense of comradeship that we mourn his death, who was denied entry into our country by the Lee Myung-bak administration in 2013. This is because the danger of nuclear power has no borders, and likewise, the activities opposing and blocking it also have no borders.

Citizens of both Korea and Japan, including the author, walked 1,600 km from Seoul to Tokyo last summer, calling for an end to the discharge of nuclear polluted water.

As the cry grew louder, citizens of both countries held protests and rallies together in Kyoto and Osaka in June of this year. In particular, on June 8th, the Global Citizens’ March to Stop Nuclear Contaminated water (GLOMA) was held in Kyoto. So far, there are about 100 foreigners and 20 nationalities who have signed in support of STOP on Nuclear Contaminated Water. And about 200 citizens of the world, mainly citizens of Korea and Japan, marched, carrying their names and national flags.

Before departure, the author made the following remarks to the citizens gathered in front of Kyoto City Hall.

“The Japanese government is an extremely strange entity from the world’s perspective. They misrepresent the truth by passing on problems for which they, who have been entrusted with power by the people, to a company called Tokyo Electric Power Company. Moreover, they are deceiving the people of Japan and the world based on the false rulings of the IAEA, which is no different from an international subcontracting company. The same goes for the U.S. federal government, which tolerated this. This is despite the fact that the two state governments in the United States, New York and Massachusetts, have completely different judgments. We must correct the global reality where such atrocities are rampant. We all cannot help but have infinite responsibility for life on Earth. Of course, if we do not correct it, we ourselves are in danger. “It is the esponsibility of our entire generation, beyond borders.”

‘STOP! Dumping Nuclear Wastewater!’ ‘STOP! Kaku-osensui Kaiyo Toki(ocean dumping Nuclear Wastewater:核汚染水海洋投棄)!’ ‘STOP! Haek Oyeomsu Haeyang Tugi(ocean dumping Nuclear Wastewater:핵오염수 해양투기)! ’Many citizens and foreigners cheered while we’re marching for about 3km through downtown Kyoto holding the slogan ‘Stop dumping nuclear contaminated water into the ocean!’ After arriving at the small plaza in front of Higashi–Honganji temple (東本願寺) near Kyoto Station, the meeting place, speeches lasted for two hours.

At this time, an encouraging video was introduced by Choo Mi-ae, a member of the Korean National Assembly, with the following points

“‘Peaceful’ is only ‘peaceful’ if it is useful in protecting human life and preserving the Earth’s ecology. In the end, the policy of ‘peaceful use of nuclear energy’ failed. Rather than simply reporting Japan’s nuclear policy, we must establish international solidarity with all people on the planet before it is too late. We set off such a signal, and the end result is to be that ‘the peaceful use of nuclear weapons is a fiction!’ and that humanity must be able to properly manage nuclear weapons until the end stage, and this must be monitored from a new perspective internationally, and a new system must be established. “I hope we can set our goal high until then.”

New York State Senator Pete Harkam also said in a support video, “Last year, New York State was able to pass legislation to permanently prevent nuclear discharge into the Hudson with overwhelming public support. There is tremendous power in numbers. The way you come together on this march today is how you can spread your message. “Please continue to fight,” he said.

There was an important point made by Shorin Kihara, the leader of the Kyoto nuclear phase-out movement (‘Do not move old nuclear power plants’ executive committee). “The Japanese government and Tokyo Electric Power Company are trying to force ocean discharge, saying that the only way to deal with nuclear contaminated water is ocean discharge, but they can also store it on land and wait for natural attenuation. The reason they do not want to store it on land is that a large amount of tritium (tritium) is scheduled to be discharged from spent nuclear fuel reprocessing plants in the future, and they want to set a precedent to justify this mass discharge.”

And Kim Min-woong, representative of the Candlelight Movement, also said in a video of support, “Ocean dumping of nuclear contaminated water is a crisis in the Earth’s ecosystem and an issue of sovereignty. This is a reckless incident that could lead to a massacre of all human life and a genocide against the Earth’s ecology as a crime against humanity. “It can be said to be (mass genocide). He added, “out of humanity’s natural conscience, I will actively participate in the Korean Candlelight Movement fighting against ocean dumping of nuclear contaminated water.”

Professor Kim Hae-chang (Department of Environmental Engineering, Kyungsung University), who participated in the march, said at the podium of the rally. “As a global citizen, I report to the world that the Kishida government’s ocean dumping of nuclear contaminated water is a clear international environmental crime and environmental terrorism for future generations.”

At the end of the rally, the author, major nuclear phase-out figures from Japan, and a group of participants from Korea read the ‘World Declaration on STOP Nuclear Pollution’, which had gone through a detailed adoption process. This declaration will later be shared with the UN headquarters and global citizens worldwide.

“We don’t understand why they have to throw it into the sea. No matter how diluted it is, the absolute amount of radioactivity remains the same. This destroys the marine ecosystem. Since radioactivity has a half-life, it can be significantly reduced if stored properly. But how come they don’t keep it? The Japanese government must immediately stop intentional destruction of lives in ecosystem. Terrorism causing humanity’s self-destruction must be stopped. Now, the owners of the global community must step up. Citizens of South Korea and Japan are marching together to raise awareness of this matter and stop the discharge of polluted water. “If we walk together, we can make it.”

The above was the message that citizens of South Korea and Japan shouted together while marching 1,600 km from Seoul to Tokyo in the summer of 2023.

Three nuclear power plant explosions over the past few decades have made us realize that humanity may be destroyed not by nuclear war but by nuclear power plants. Nuclear waste generated from over 450 nuclear power plants around the world exceeds a level that could cause fatal disaster to humanity. As we saw in Fukushima in 2011, when an accident occurs, the ocean is inevitably polluted, making a huge impact on the Earth’s ecosystem, including humans.

All living things in the Earth’s ecosystem depend on each other to survive. The same goes for humanity. Humanity has a responsibility to respect the survival of all living things in the ecosystem as well as its own future generations. Therefore, we must make every effort to find a way to remove carelessly released nuclear contaminants from the ecosystem. Such efforts should be made, but rather, the Japanese government is intentionally dumping potentially fatal nuclear contaminants into the sea. This can only be interpreted as a deliberate act and is a fundamental and fatal problem.

This cannot be anything other than a criminal act killing life in the Earth’s ecosystem, including humanity. This is a typical example of their selfish actions of sacrificing the future of our children for the convenience of the current generation. If this wrong example continues from generation to generation, it will ultimately lead to our doom.

The Japanese government strongly opposed Russia’s dischrge of nuclear waste from its nuclear submarines in the past, leading to the London Convention (1996). But now they are mired in self-contradiction. What is more problematic is the United States and the United Nations (UN). The U.S. federal government is siding with the Japanese government based on the claims of the International Atomic Energy Agency (IAEA).

However, the IAEA’s impartiality is not recognized. Although it is an international organization responsible for nuclear safety, it does not hesitate to manipulate and fabricate scientific facts. The United Nations (UN) is also a problem. They are ignoring the spirit of the World Charter of Nature (1982), drawn up by themselves and the Earth Charter (2000), made by agreement at the Rio Environmental Conference, and are simply watching the destruction of our ecosystem. All of these things show that our international community is completely broken. At this rate, there is no hope for humanity.

Meanwhile, the National Association of Oceanographic Laboratories (NAML), a collection of 100 oceanographic research institutes across the United States, and the International Physicians for the Prevention of Nuclear War (IPPNW), a Nobel Peace Prize (1985) award-winning organization, clearly opposed the release of nuclear polluted water. Moreover, last summer, the U.S. state governments of Massachusetts and New York vehemently opposed and blocked the release of nuclear contaminated water. The judgment of these state governments is correct.

We can no longer just sit back and watch. This is the only Earth we have. The Earth is the home where countless lives and our descendants will live in the future. The people of all countries must come together in their will and strength to punish and correct this mistake that has already been committed. Now is the time we should act.

All the people of the world must express their strong, common will to control the world’s nuclear capital and power, freeing themselves from the influence of the exclusive interests of a few specific countries. Now is the time we should demonstate our strong power. The purpose of this June’s “Nuclear Pollution STOP Global Citizen’s March” is to make this known. In order to convey the will of global citizens through marching, we resolve to make the following declaration.

1. The Japanese government, which has intentionally put humanity and the Earth’s ecosystem at great risk, must immediately stop dumping nuclear contaminated water and apologize to all living things on Earth.

2. The U.S. government and the IAEA, which support Japan’s ocean dumping of nuclear contaminated water, should immediately withdraw their support and seek safe measures for all living things on Earth.

3. The UN and the international community must acknowledge and reflect on dereliction of their duty to stop Japan from dumping nuclear contaminated water into the ocean.

4. Global citizens, keeping in mind that we are also committing a crime to our descendants by simply observing such crimes, let us actively punish any country or power that intentionally commits such crimes.

5. Global citizens, let us be aware of our responsibility to protect the dignity of all life in the global village, and set the right guideposts.

교토에서 세계시민들이 외친 ‘핵오염수 STOP!’

작년에 이어 올해도 ‘후쿠시마 방류 중단 행진’

그 외침이 커지면서 올해 6월 교토와 오사카 등지에서 양국시민들이 함께 시위와 집회를 가졌다. 특히 6월 8일에는 교토에서 핵오염수STOP세계시민행진(GLOMA)을 가졌다. 그동안 핵오염수STOP에 지지서명한 외국인들은 100여 명이고 국적으로는 20개 국이다. 그들의 명단과 국적기를 함께 안고, 한국과 일본의 시민들을 중심으로 한 200여 명의 세계시민이 행진한 것이다.

출발 전 교토시청 앞에 모인 시민들에게 필자는 다음과 같은 요지의 발언을 하였다.

“일본정부는 세계인의 관점에서 봤을 때는 이상하기 짝이 없는 존재입니다. 국민으로부터 권력을 위임받은 자신이 책임져야 할 문제를 도쿄전력이라는 회사에 떠넘기는 식으로 진실을 호도합니다. 게다가 국제하청회사나 다름없는 IAEA의 거짓된 판정을 근거로 일본국민과 세계인을 기만하고 있습니다. 이를 용인해준 미국연방정부도 마찬가지입니다. 미국내 뉴욕주와 매사추세츠주 두 개의 주정부는 전혀 다른 판단을 하고 있음에도 불구하고 말입니다. 우리는 그같은 만행이 횡행하고 있는 지구촌의 현실을 바로잡아야 합니다. 우리 모두 지구생명에 대해 무한한 책임을 가지지 않을 수 없습니다. 바로잡지 않으면 바로 우리 자신이 위태로워짐은 물론입니다. 국경을 넘어 우리 세대 전부의 책임입니다.”

‘STOP! Dumping Nuclear Wastewater’ ‘STOP! 核汚染水 海洋投棄’ ‘STOP! 핵오염수 해양투기’ 라는 슬로건을 들고 교토시내 약3km를 행진하는 동안 많은 시민들과 외국인들이 환호하였다. 집회장소인 교토역 가까운 히가시혼간지(東本願寺)앞 소광장에 도착한 후 2시간 동안의 발언이 있었다.

이때 한국 추미애 의원의 다음과 같은 요지의 격려영상이 소개되었다.

“‘평화적’이라는 건 인간 생명을 지키는 데 유용해야 되고 지구생태를 보존하는 데 유용해야지만 ‘평화적’이잖아요. 결국 ‘원자력의 평화적 이용’이라는 정책은 다 실패한 겁니다. 우리는 단순히 일본의 핵정책을 고발하는 그 차원의 문제가 아니라 전 지구인과 더 늦기 전에 국제적 연대를 해야 됩니다. 그런 신호탄을 우리가 쏜 것이고 그 결말은 결국 ‘핵의 평화적 이용은 허구다!’라는 것, 그리고 그것은 제대로 핵의 종말 단계까지 인류가 관리할 수 있어야 되고, 국제적으로 새로운 시각으로 감시해야 되고 새로운 체제를 만들어야 된다는 데까지 우리의 목표를 높게 세웠으면 좋겠습니다.”

뉴욕주의회 피트하캄 상원의원도 지지영상을 통해, “작년에 뉴욕주는 압도적인 지지를 받은 대중의 힘으로 허드슨으로의 핵방출을 영구적으로 방지하는 법안을 통과시킬 수 있었습니다. 숫자에는 엄청난 힘이 있습니다. 오늘 이 행진에 여러분이 함께 모이는 방식이 여러분의 메시지를 널리 전할 수 있는 방법입니다. 계속해서 싸워주세요”라는 요지를 전하였다.

교토 탈원전운동의 리더인 기하라 쇼린 (‘노후원전 움직이지마’실행위원회)의 중요한 지적이 있었다. “일본정부와 도쿄전력은, 오염수대책은 해양방류밖에 없다고 하면서 해양방류를 강행하려고 하지만, 육지에서 보관하여 자연감쇠를 기다릴 수도 있습니다. 육지보관을 하지 않으려는 이유는 향후 사용후핵연료 재처리공장 등에서 삼중수소(트리튬)의 대량방류가 예정되어 있으며, 이 대량방류를 정당화하기위한 전례로 삼기 위해서입니다.”

그리고 김민웅 촛불행동대표도 지지영상을 통해, “핵오염수 해양투기는 지구생태계 위기이자 주권의 문제이다. 이는 인류 생명 전체에 대한 대학살을 초래할 수 있는 무모한 사건이자 인류적 범죄로 지구생태에 대한 제노사이드(대량학살)라 할 수 있다. 인간 본연의 양심에서 인도적 차원에서 핵오염수 해양투기에 한국촛불행동도 적극 동참하겠다“고 말했고, 이번 행진에 참여한 김해창 교수(경성대 환경공학과)는 집회의 단상에 올라, “세계시민으로서 기시다 정부의 핵오염수 해양투기야말로 명백한 국제환경범죄이자 미래세대를 위한 환경테러임을 전 세계에 고발한다. ”고 발언했다.

집회 마지막에 필자와 일본의 주요 탈원전인사 그리고 한국에서 참여한 일행이 그동안 치밀한 채택의 과정을 거친 ‘핵오염수STOP세계선언서’를 낭독하였다. 이 선언서는 추후 유엔본부와 세계시민에게 공유될 것이다.

핵오염수STOP세계시민선언서(2024-06-08 교토)

“왜 굳이 바다에 버리려는지 모르겠습니다. 아무리 희석해도 방사능의 절대량은 그대로입니다. 바다생태계가 파괴됩니다. 방사능은 반감기가 있으므로 보관만 잘 해두면 현저히 줄일 수 있습니다. 왜 보관하지 못합니까? 일본 정부는 뭇 생명을 고의로 파괴하는 일을 그만두어야 합니다. 인류 자멸의 테러는 중지되어야 합니다. 이젠 지구촌 주인이 나서야 합니다. 한국과 일본의 시민이 걸어서 이를 일깨워주고 방류를 막고자 합니다. 함께 걸으면 이룰 수 있습니다.”

이 글은 2023년 여름, 서울에서 도쿄까지 한일 양국의 시민이 1,600km를 행진하며 함께 외치던 구호다.

지난 수십 년 동안 세 차례 폭발한 핵발전소 사고로 인류는 핵전쟁이 아닌 핵발전소로 멸망할 수도 있다는 사실을 알고 말았다. 세계 450여 핵발전소에서 발생한 핵폐기물은 인류에 치명적 재앙을 안길 수준을 넘는다. 2011년 후쿠시마에서 보았듯, 사고가 나면 바다는 불가피하게 오염될 수밖에 없다. 인간을 포함한 지구생태계에 엄청나게 큰 충격이다.

지구생태계의 모든 생명체는 다른 생명체와 서로 의존하며 존재해 왔다. 인류도 마찬가지다. 인류는 자신의 미래세대는 물론이고 생태계의 모든 생명체의 생존을 존중해야 할 책임이 있다. 그러기에 우리는 이미 방류된 핵오염물질을 거두어 들여 생태계에서 분리할 방법을 찾아야 한다. 그런 애를 써야 마땅하거늘, 오히려 일본 정부는 치명적일 수밖에 없는 핵오염물질을 의도적으로 바다에 버리고 있다. 여기에 근본적인 문제가 있다.

인류를 포함한 지구생태계의 생명을 살해하려는 범죄행위가 아닐 수 없다. 자식들의 미래를 희생해서 현세대의 편리를 누리려는 이기적 행위를 본보기로 보여주고 있다. 이 잘못된 본보기가 대를 잇는다면 파멸뿐이다.

일본 정부는 과거 러시아 핵잠수함에서 방류하려는 폐기물을 극렬히 반대하여 런던협약(1996)도 만들었다. 하지만 이젠 자기모순에 빠졌다. 더욱 문제인 것은 미국과 국제연합(UN)이다.

미국의 연방정부는, 국제원자력기구(IAEA)의 주장을 근거로 일본 정부의 손을 들어주고 있다. 하지만 IAEA는 공정성을 인정받지 못하고 있다. 핵안전을 책임져야 할 국제기구이건만 조작과 날조의 행태를 서슴지 않고 있다. 유엔(UN)도 문제다. 자신이 만든 세계자연헌장(1982)과 리우환경회의 합의로 제정한 지구헌장(2000)의 정신조차 외면하면서 생태계 파괴를 방관하고 있다. 국제사회가 송두리째 고장난 상태다. 이대로는 희망이 없다.

한편, 100개 해양학 연구소가 모인 전미해양연구소협회(NAML), 그리고 노벨평화상(1985년)수상단체인 핵전쟁방지국제의사회의(IPPNW)는 핵오염수 방출의 반대를 분명히했다. 게다가 작년 여름 미국의 매사추세츠주와 뉴욕주의 주정부들이 핵오염수 방출을 극력 저지하였다. 주정부들의 판단이 옳은 것이다.

더는 방관할 수 없다. 오직 하나뿐인 지구다. 앞으로 수많은 생명과 후손이 살아갈 터전인 지구다. 각국 인민이 뜻과 힘을 모아 과오를 응징하고 바로잡지 않으면 안 된다. 이젠 행동이 필요하다.

특정 국가의 배타적 이익에서 벗어나 지구촌 모든 민중이 의사를 밝혀 핵자본과 권력을 통제해야 한다. 이제 민중이 그런 힘을 발휘할 수 있는 시대가 되었다. 이번 6월의 “핵오염수STOP세계시민행진”의 취지가 그렇다. 행진하면서 세계시민의 뜻을 펼치고 다음의 선언을 결의하고자 한다.

1. 인류와 지구생태계를 의도적으로 위험에 빠뜨리는 일본 정부는 핵오염수 투기를 당장 중단하고 지구촌의 모든 생명에게 사죄하라.

2. 이를 두둔하는 미국정부 그리고 IAEA는 지지를 철회하고 안전한 대책을 강구하라.

3. 유엔과 국제사회는 이를 저지하지 못한 직무유기를 반성하라.

4. 세계시민이여, 이런 오류를 방관하면 우리 스스로 후손에게 죄를 짓는 것임을 명심하고, 범죄를 고의로 저지르는 국가나 세력을 적극적으로 응징하자.

5. 세계시민이여, 우리는 지구촌 모든 생명의 존엄성을 지킬 책임이 있음을 깨닫고 올바른 이정표를 세워 나가자.
